Activities in the field of support and regulation healing in Russia
Professional Medical Association of Traditional Medicine
It was created in 2000 and registered by the Main Directorate of the Ministry of Justice of the Russian Federation for St. Petersburg and the Leningrad Region.
In 2015, the decision of the general meeting of members of the Association ceased to exist in connection with the achievement of the basic statutory goals.
The founders of the Association set the following goals: – not allow to eradicate the healing as a free profession in our country; – bring the healers of Russia out of the underground; – restore the attitude to healing, as a respected profession; – to normalize, in a legal relationship with the city authorities and all interested parties, the market of services in the field of traditional medicine and healing.
In April 2000, in connection with the new draft of the Russian Fundamentals of the Legislation on the Protection of Citizens’ Health, healing could get serious problems. At that time there were no real articles in the legislation of the Russian Federation that could allow legally to work with healers. The only article number 57, which existed in the old Fundamentals of the Russian Federation legislation on the protection of public health and related to healing, was planned to be liquidated. This was the reason for the establishment of the Association and the beginning of its activities.
The Association united the healers of various regions from different cities of Russia; already in the year 2003, it consisted of 31 regional branches and had 436 members.
Areas of activity of the Association of Traditional Medicine
– The Examination and Qualification Commission of the Association issued several hundred Concessions for the receipt of the Healer’s Diploma, which are confirmation of the compliance of the specialist with the criteria for conducting healing activity. March 13, 2001 for the first time in St. Petersburg and Russia as a whole at the meeting of the Council of the Ministry of Health examined the applications of healers for the granting of a Healer’s Diploma, and a decision was taken to issue the 4 first diplomas. In total, according to the Association, about 6 dozens of healers in different regions of the Russian Federation received a Healer’s Diploma (now – Permission) – the only permit document for work in the field of traditional medicine at the time of receipt (according to Article 57 of the Russian Fundamentals of the Legislation on the Protection of Citizens’ Health).
– In order to regulate and control the activities in the field of traditional medicine, the Association had a Quality Control Service for the healing services. Thanks to the actions of the Inspectorate to identify unscrupulous and false advertising modules in the media, the amount of poor-quality advertising of healers has significantly decreased. Conflict situations were resolved on complaints of the population on poor-quality services of healers. Work was carried out to stop the mass sessions of healing forbidden by law.
– The Association participated in the development of local and federal legislative and regulatory acts relating to the field of traditional medicine. The 1st Vice-President of the PMATM, Goryunov A.V., was a member of the working group for the development of model health legislation of the interparliamentary assembly of the CIS countries. The Working Group of the Association prepared amendments to the federal law “On the Fundamentals of the Legislation of the Russian Federation on the Protection of Citizens’ Health”, which regulates, among other things, the procedure for the occupation of traditional medicine (healing). Together with the State Duma deputy P. B. Shelisch, round tables and working meetings were held with representatives of federal bodies of state power, profile committees, administrations of the subjects of the Russian Federation.
– The Association cooperated with international societies and associations. In July 2003, Vice-President of the Moscow-based PMATM Zakharevich A.S. was represented at the 10th World Inspiration Conference (GIC) of the International Fund for Respiratory Psychotherapists (IBF) in Australia, and Shareiko Natalia Lvovna, pro-rector of the Institute of Biosensory Psychology, member of the presidium of the Moscow branch of the PMATM.
– In 2003, the experts of our Institute were invited by the World Health Organization Center in Japan to the city of Kobe to an international meeting on the creation of the Global Atlas of Traditional Medicine. A detailed and thorough report on the status of healing in Russia was prepared. During the work of the European Group, it became clear that since the European region was the largest by the number of its member countries, there are especially many gaps in information. In this regard, it was decided to instruct the participants of the group to collect additional information on the countries. Thus, the Russian delegation undertook the collection of information on 18 countries besides Russia, mainly in the CIS countries. The result of this work was the release of the Global Atlas of Traditional Medicine, with a section on the situation in the Russian Federation.
The Association was the main instrument by which it was possible to leave it open and not allow the underground theme of traditional medicine and healing in Russia to be legislated. If this did not happen, we could roll back to the situation of the 60s – 80s of the XX century, when it was believed that this area of activity does not exist in Russia. Despite the difficulties that remain in the legislative regulation of this area, officials have no doubt that traditional medicine exists and requires legal regulation. In the new federal law “On the Fundamentals of the Legislation of the Russian Federation on the Protection of Citizens’ Health”, which was adopted in 2011, in Article 50 folk medicine is preserved as one of the oldest methods of healing and restoring health.
A trade union of specialists in the field of biosensory psychosciences
The inter-regional professional union of specialists in the field of biosensory psychodisciplines was registered in 1998. It had former names: Interregional Professional Union of Specialists in Bioenergy Information Science, St. Petersburg Professional Union of Specialists in the Field of Energy and Informatics.
The trade union of specialists in the field of biosensory psychodisciplines unites, according to its Statutes, workers who are temporarily unemployed, pensioners, students of vocational schools, related to social and labour, and professional interests by their activities in traditional, folk medicine (healing), with a view to representation and protection of their social and labour rights and interests.
The trade union is unique, has the right to conduct business throughout Russia, and in this area there are no other similar trade unions.
Goals of the Trade Union
The main purpose of the trade union is to protect and represent the labour and socio-economic rights and interests of its members in relations with the employer, state and other authorities, other bodies and organizations.
Additional objectives of the Union are:
– protection of the rights of trade union members to freely dispose of their abilities and professional skills in the field of biosensory psychodisciplines;
– protection of the rights of trade union members to freely dispose of their abilities and professional skills in working life; the right to choose the type of activity and the form of the services provided; the rights to professional profile education, as well as the rights to remuneration for work as specialists in the field of biosensory psychodisciplines;
– approval in society of the status of a specialist in the field of biosensory psychodisciplines;
– assistance in the creation of a system of professional profile training and upgrading of the relevant levels of education for specialists in the field of biosensory psychodisciplines;
– approval and introduction into the work activity of specialists in the field of biosensory psychodisciplines of the general principles of professional ethics;
– promotion of employment and creation of new jobs in the sphere of professional services of specialists in the field of biosensory psychodisciplines;
– Promoting the development of demand and expanding the supply of various types of professional services to specialists in the field of biosensory psychodisciplines.
